Brown the meat a small portion at a time in a dutch oven or other large stew pot. Add the potatoes and enough water to cover with about a half an inch to inch over.
Add the green chile, garlic, seasoning or oregano and salt. Simmer for about an hour, adding more water as necessary. Use flour to thicken if necessary. Cook for another hour.
Serve in big bowls with lots of warm tortillas.
